Theresa Garza has a record. Read it before you vote.
1. 2015: Disqualified by a court
Facing a residency lawsuit, she withdrew from a Kansas City Council race. The judge’s order: no vote cast for her would be counted. The lease she presented to prove residency was signed nine days before the legal deadline. Election records show her voting in Blue Springs four days after it was signed.
2. 2016: The tax lien
The Missouri Department of Revenue filed a $9,915.43 lien, individual income tax. Through 2017 the state collected by garnishment: her bank account and her wages. Case 1616-MC15890, Jackson County.
3. 2023: Elected while owing
She won the Ward 4 seat with the judgment still unsatisfied. It was satisfied April 15, 2025, eight and a half years after the lien, nearly two years into her term.
4. Oct. 5, 2026: Her words

5. Oct. 6, 2026: The votes
Eight articles of impeachment, each alleging votes cast “despite failing to meet the statutory requirements for candidacy,” resting on the Department of Revenue’s delinquency letters. All eight failed 5–4, six votes required. Her vote: no. Every time.
6. All year they disagreed, until this
In 2026’s contested votes, Garza and Walters were on the same side 3 times out of 9. Then eight identical votes to keep the seat. The alderman they protected had been absent from every meeting since April. It’s all in the city’s minutes.
